GitLab Distributed Tracing Discovery

In order to work towards delivering https://gitlab.com/gitlab-org/gitlab-ce/issues/41449, we need to carve out some time to do discovery. This will form the basis for an MVC delivery in %10.7.

A few major work items I see:

• Stand up the associated infrastructure, check for Helm charts and ability to deploy on Kubernetes
  • Elasticsearch
  • Jaeger components
• Validate API
  • At a glance, there doesn't seem to be any documentation around the API for the ui or query components. See: https://github.com/jaegertracing/jaeger/issues/456
• Work with UX on desired UI integration with GitLab
