Vulnerability Report supports grouping by OWASP Top 10 2021

Problem to Solve

As a part of Address vulnerability reads owasp_top_10 storin... (#440182 - closed) we will only be supporting the latest version of OWASP top 10.

We have to deprecate 2017 and switch over to 2021 and remove 2017. The implementation plan is covered in related issue: #440182 (closed)

Requirements

Shift the grouping of OWASP top 10 2017 to OWASP top 10 2021 on the project and group vulnerability report.
