Add functionality to move an entire Group/Subgroup and mark an entire Group/Subgroup inactive

It would be nice to add functionality to move an entire Group/Subgroup and also add functionality to mark an entire Group/Subgroup inactive.

It seems like currently only projects can be moved/marked inactive. We recently restructured our CM across a portfolio of projects, and we had to move individual projects at a time. We were also unable to mark entire subgroups inactive, so we had to mark each respective project inactive.

Success would allow users to move entire Groups or Subgroups to other Gitlab locations and also allow entire Groups/Subgroups to be marked inactive.
