Display active (extra) Pages Deployments in Pages usage quotas view

This relates to #468308 (closed). The MR has been broken down into multiple MRs, so this is the broken down issue to go along with it for easier tracking.

The Pages Usage Quotas tab should show a view of all current active extra pages deployments with a link to the related project's page to manage them.
