Based on discussion in #433035 (comment 2016628662), we chose to split out this iteration into it's own issue.

when we are enabling HMAC, should we block sending requests to HTTP OR we should have separate setting to manage it? What about requests to HTTPS without valid certificate? Perhaps we should have another toggle Verify HTTPS to manage that?
