Iteration - Disable drag-and-drop on Work Items when description has multiple lists

Proposal
This issue is an iteration to improve the behavior of the drag-and-drop feature on Work Items. This feature was added to Work Items to have parity with legacy issues on this MR.
After deploying to production, we noticed that disabling dragging a second item while the first item change was being updated only worked when the description has only one list:

The goal for this issue is to make the disabling work when the description has >1 list. Slack conversation here. As you can see below, it doesn't work in this case:
