Customize the timezone of log timestamps in the UI

Problem to solve
As a developer, I want to view timestamps in my specified timezone so that I don't have to mentally translate UTC time to my own time when debugging or optimizing a job.
Intended users
- Sasha (Software Developer) and anyone using job logs
User experience goal
The user should be able to select a timezone to show timestamps in a job log in the UI.
Proposal
The following will only apply to job logs in the UI. If you were to download job logs, they will show a consistent full timestamp that is not customizable.
- Reorganize log actions and add a kebab for job log display options.
- In the new options menu: Default to UTC time, but allow users to select a different timezone to show log timestamps in.

- Add tracking to see how often the timezone selection action is used.
