Allow for the ability to create a page using a template directly from the template creation area

Problem:

• In order to apply a wiki template a user must create a new page, then select a pre-created template, or go to an existing page and apply a pre-created template. A user cannot create a new page based on a template directly from the template creation area. This limits the ability for users to apply a template and adds more clicks to apply one.

Solution:

• Allow for the ability to create a template directly from the template creation area in the wiki.
