Remove owner from base access level of custom roles in drop down when creating a custom role.

Problem to solve

Owner is an option as a base level when creating a custom role. This does not serve any benefit as an owner already has all permissions. Permission selection with custom roles are additive, so adding any permissions on top of an owner is not beneficial. This has caused confusion when creating custom roles and Owner is selected as base level, but the permissions are not pre-selected.

Proposal

• Remove owner under the base role drop-down from the custom role creation process.
• Custom roles that are already created with Owner base role should continue to operate as normal.
