Unable to create Coverage check approval rule in 17.2

After upgrading to the version 17.2, we cannot create a "Coverage check approval rule". According https://docs.gitlab.com/ee/ci/testing/code_coverage.html#coverage-check-approval-rule, we are supposed to "select Enable next to the Coverage-Check approval rule", but we cannot find the "Coverage-Check" check box.
