Allow Pipeline Notification emails to be sent to custom email

Proposal

At the moment, Pipeline Notification emails are only sent to the author of the pipeline. If these pipelines are configured via Schedule Pipelines and the user leaves or loses permission from the group/project, the pipelines can silently fail as it's possible the author will no longer receive the notifications.

While a new user can take ownership of the existing scheduled pipeline, it would be helpful to allow Owners, Maintainers, or some custom email address to be notified as well.
