Use the Secret Detection Service gem for secret detection

Purpose

We are moving the secret detection logic out of this project and into the Secret Detection Service. We are generating and publishing the gem from that project and need to incorporate it back into Gitlab as a proper, separate gem by updating Gemfile and SecretsCheck to use the included classes.
