Work item comments without threads should be able to be resolved

When a comment has no replies, it can be marked as resolved the same as a thread with replies.

Acceptance criteria

• Comments with no replies show the resolve button top actions area
• When replying to a comment, the "Resolve thread" option is shown
• When a comment with no replies is resolved, the resolve button is shown in the resolved state
• When replying to a resolved comment, the "Unresolve thread" option is shown and selected by default
