Automatic target change to parent target of merged target does not work. ( my target branch name is "qa" )

Due to this issue, code review approval will be lost if i manually change to the target branch of a branch that has already been merged.

These commits have already been code reviewed, so why did they require them to be reviewed again? Or is it a bug?
