[Post-GA] Display count of SPP blocked secrets in UI

Proposal

Display count of secrets blocked by SPP somewhere in UI. Differs from #443352 (closed), since that issue tracks count for internal metrics, and this issue proposes to add the count to the UI to show value for customers.

Possibly under project > Secure > Security Configuration > Secret Push Protection, display "Secrets blocked in this project: #" and under instance settings, "Secrets blocked in this instance: #"

This may require adding a db column to project settings to keep count of secrets per project.
