Add "Ability to change MR Template" as a customizable permission

Problem to solve

Currently, Owners can change MR templates, but Developers cannot. Manage_merge_request_settings exists, but it gives users too much control.

Customers do not want to give this access to customize settings broadly, but want more access than just 'Owners'

Proposal

Group settings should receive an option that can be granted to 'Developers' to have the ability to Change MR Template Settings.
