UX for Advanced Token Scopes

Background

In Granular permissions for Personal Access Tokens (#368904 - closed), we are building out an MVC for advanced token scopes for personal access tokens. This has been done without help from UX. As we take the feature to more advanced stages (beta, GA), we would like to have UX input.
