Add Support for OpenAI GPT4

As we scale with self-hosted models, we need to ensure that we are able to configure with cloud hosted providers that are being used by our customers, to include AWS GovCloud, Azure Dedicated Hosting/Azure OpenAI, and Google GDCH.

Customers (example) who seek to use their dedicated Azure OpenAI environment want to leverage GPT4 to support Duo Features.
