FE: Error details during workspace creation should point to troubleshooting section

Description

Created as a followup to this thread.

Currently during workspace creation, when no cluster agents are available to a user for workspace creation, an error message is displayed indicating that the administrator should configure an agent for the project or group.

As highlighted in the linked thread, there are multiple ways to approach this, each requiring different amount of effort. This issue addresses the approach that requires the least effort and involves updating the error message to redirect the user to the troubleshooting section in the workspaces documentation.

Acceptance Criteria

• Update the error message to point to the troubleshooting section of the docs

Technical Requirements

• Update the error message being returned
• Update specs to verify the changes made in error messages
