Need ability to allow new users to create private projects, but not create groups

Separate admin checkbox "Allow users with up to Guest role to create groups and personal projects" into separate items.

Problem to solve

We want to prevent users from creating groups while still allowing them to create personal projects. The admin panel combines these into the same checkbox.

Proposal

Create two new admin panel checkboxes:

• Allow users with up to Guest role to create groups
• Allow users with up to Guest role to create personal projects
