Clarify the wording of setting 'Prevent editing approval rules in projects and merge requests'

Admin users have the ability to enable the setting 'Prevent editing approval rules in projects and merge requests' at instance level.

This has caused some confusion however as the setting does not 'prevent editing of approval rules in projects'. It removes the ability for any project to enable editing of approval rules within merge requests. Project level approval rules can still be edited as before.
