Remove CI lint button from pipeline list view

Problem to solve

As we're introducing new features(Root-cause analysis, merge train visualization) we have to critically think of the space claimed by artefacts on the UI that don't go along with the JTBDs associated with the page.

The CI Lint feature is used at the time of authoring a pipeline whereas the pipeline list view provides an overview of pipeline that are executed. It serve little or no purpose to retain this button on this page with all the changes made to the authoring experience for good in last few years.
