Add support for user defined variables for the manual confirmation modal

Problem to solve

With #18906 (closed) shipped, the current manual actions confirmation doesn't support expanding user-defined variables to their values when used as part of the confirmation message in the .gitlab-ci.yml definition, e.g.

Proposal

Update the backend to provide the frontend with the values of non-protected/non-masked variables and display that in the confirmation modal.
