DAST Scan Library doesn't show the overflow menu

Summary

The DAST Scan Library page (route ...<project>/-/on_demand_scans#/saved) should be showing an overflow menu with the actions "Edit" and "Delete". This overflow menu isn't visible when viewing on a desktop, but it is visible when viewing on the mobile.

Steps to reproduce

1. Create an on-demand scan
2. Go to Secure > On-Demand Scans > Scan Library
