Cap at 1000+ for vulnerability report tab even when the individual counts are exact

Follow-up from !156026 (comment 1962218048)

If one tab has 1000+ and another has 2050, it might look like the other tab needs attention first because the number is visibly higher, when in fact, the first tab may have 4100 which is TWICE as many vulns as the second tab.

For this reason I'm going with capping at 1000+ here as well.
