Support custom roles on protected environments

Proposal

For some customers, groupings of users that are allowed to deploy/approve deployments on protected environments will need to be defined by their GitLab Role, not their GitLab group membership.

We will need a capability to create a custom role, assign to a subset of users in the group hierarchy and use that custom role as an approved role to Deploy or Approve Deployment on a Protected Environment.
