Audit events for groups being added to the CI job token allowlist

In 17.1 we introduced the concept of being able to add groups to the CI job token allowlist via API. In 17.2, we are introducing this in the UI.

We need to update our audit events to also address the add/delete of groups in the allowlist, similar to what we currently do for add/delete projects.
