GitLab for Jira Cloud app integration not working with Cells 1.0

Problem

The GitLab for Jira Cloud app integration has certain endpoints that receive Jira requests. There is nothing in these endpoints' routes that would allow the Cells router to know which cell to route to.

Proposed solution

Under investigation, but likely related to GitLab for Slack app integration not working wi... (#467791). We currently support an instance installing the GitLab for Jira Cloud app manually. We may need to support this at organization level, with its own AppDescriptor with endpoints that contain the organization id in its paths.
