Capability to set a maximum limit of the combined artifacts size of projects in a group

Proposal

The proposal is to have a maximum limit on the artifact size, set on a group level. This would be a limit on the combined size of artifacts produced by projects within a group. This should be able to be set on a per group basis or on an instance level.
