Docs: Add alt text guidelines for images

We need to add some alt text standards to the style guide. Things like:

• Should it be sentence case or lowercase
• Should it be brief or wordy
• Should it have punctuation
• Should it describe the image only, or try to explain how it fits into the surrounding content
• Other info as needed

Might look at other style guides for guidance.
