Change clean up interval for stale runners

Problem

A Premium, Self-Managed customer is interested in the capability of having their stale GitLab runners cleaned up natively within the UI sooner than the default 3 month (90 day) interval (documentation). The desired ability would allow admins to change the clean-up interval via configuration.

This customer specifically would like to change the clean up interval to 30 days.

#365174, enabling stale runner cleanup in Admin Area > Runners, is likely a prerequisite to this capability.

Proposal

Change the default stale runner cleanup to 30 days.
