Frontend: GraphQL PMG -Breakout downstream components

Instead of using <linked-pipelines-mini-list> for both upstream and downstream portions of the component, the upstream component can simply be a <ci-icon>. Then, we will repurpose the linked-pipelines-mini-list and have a component called <downstream-pipelines>. This will prepare us for #345571 (closed)
