Allow Jira issue integration to customize required fields.

Proposal

Request raised by customer. When they were creating the an issue from Vulnerability they were getting "Components is required". This is because some required fields by Jira are not being passed on issue creation.

Current workaround is

1. Create a new issue type "Vulnerability" in my jira instance
2. Assign it to the project
3. Alter the field scheme to all "Vulnerabilities" in the project to not require the components field
