Move X-Ray Description Lookup out of CI

It can be time-consuming to call the LLM to lookup package descriptions during the CI job. Instead, can we move that processing to a background job in Rails? Then we can still use CI for triggering the X-Ray scan, but do the heavy lifting outside the CI runner.
