One idea about licensing and users

Description

I think it was there more issue about licensing. Starter license is not expensive but paying for all users who using gitlab ... it can be expensive later. If you are big company -> no problem but if you are small company or freelancer... We are 4 developers in company but have 20 external users who requesting changes. What i want to say is, i have some projects where only i can push commits but now i have to use email to reporting issues or changes which customers want (if i dont wat pay full price for all of them and they have access onl to write issues or download project)

Proposal

Please reconsider licensig as following. Gitlab support roles.

Exclude users from count who are:

set as External and They are not owners of any project and has only roles Guest or Reporter.

With this option you have to pay only for your developers and dont need to use email for reporting issues by external users. Thanx 😄
