Issue Links API documentation isn't linked on the API doc index

https://docs.gitlab.com/ee/api/README.html doesn't link to https://docs.gitlab.com/ee/api/issue_links.html and that document isn't linked to from anywhere except from https://docs.gitlab.com/ee/user/project/issues/related_issues.html#related-issues
