Move work item confidentiality loading state into dropdown

Summary

Currently the loading indicator for changing confidentiality is shown where the confidential badge will appear. This is disconnected from where the action is taken (the actions dropdown) and may be less clear, especially if the user isn't familiar with the badge location.

This loading indicator is also used in other cases, such as when updating a checklist, which doesn't make sense.
