Customer feedback: Additional permission requests at Owner and Maintainer level

Background
We have completed the epic for providing Owner+Maintainer permissions to custom roles. While only the top requested permissions were delivered, please use this issue to provide requests on missing permissions that you would like to see delivered. We will revisit missing permissions and reprioritize based on feedback.
Missing:
- Delete pipelines
- Delete merge requests
- Delete epics, issues, and tasks
- General project settings
- General group settings
- CI/CD settings excluding variables
- Error tracking
- Project templates
- Manage proxy
