Add ability to disable code completion and just have code suggestions

Proposal

Today there is no ability to disable code completion but keep code suggestions enabled and vice versa. Some customers may find this noisy, for example if they are requesting a suggestion via a comment but that line autocompletes. I propose this feature be more granular, with the ability to turn off one or the other while keeping the other enabled.
