Add sharding key for requirements_management test reports

We need to define a sharding key for

• requirements_management_test_reports -> maybe backfill and use project_id as well ?
• requirements - likely project_id ?

The question is also if requirements will ever be part of groups and if we should use this as an opportunity to migrate it from project_id to namespace_id.
