feature proposal: Jira issues visible from the group level

Problem

Behavior in the Group level does not match what happens on the project level. Users can configure the Jira integration from the group level and those settings will apply to projects, but users cannot view the Jira issues from the Group level like they can on the Project level.

This caused confusion for a customer in case 533753. We have added documentation to make this behavior clearer for the time being - !154069 (merged)

Proposal

Make Jira issues visible from the Group level similar to the Project level.

@anton and I ( @irisb) looked a bit into the code and it seems like it could be copied over from what is configured for the project view.
