Custom Guest Roles with Minimal Access Base Permissions Unable to Use the Compliance Framework Custom Permissions

Summary:
Custom roles with minimal access as the base permissions are unable to use the compliance framework custom permissions effectively. When users with such roles access the frameworks tab under the compliance center, the page fails to load the frameworks list.
Steps to Reproduce:
Create a Custom Role:
- Navigate to group settings.
- Go to "Roles and Permissions."
- Create a new role.
- Select Base Role:
- Choose "Minimal Access" as the base role.
Assign the Role:
- Assign this custom role to any user in the group. Alternatively, add a user to the group with this custom role.
Access Compliance Center:
The user can access the "Secure" -> "Compliance Center" page. Upon selecting the "Frameworks" tab, the page continues to load indefinitely without displaying the frameworks list. This issue is specific to users with custom roles that have Minimal Access as the base permissions.
Users with the Guest role as the base permissions do not encounter this issue and can view the frameworks list without problems.
Users with minimal access base permissions in custom roles are unable to utilize the compliance framework, affecting their ability to manage compliance settings effectively.
Workaround:
Assign the "Guest" role as the base permissions for custom roles to ensure users can access and use the compliance framework features until the bug is fixed.
