Backend: remove old code for "explain this vulnerability"

With the migration of "explain this vulnerability" into Duo Chat with "Vulnerability Explanation". The previous old workflow should be removed. The migration effort was done in this issue: Migrate Backend to Duo Chat (#463541 - closed)

Let's do this once all the frontend has been implemented and old UI have been removed
