Set up a new GitLab agent for projects under gitlab-com top level group

Overview

This was raised from Slack (internal).

We should create a new GitLab agent under gitlab-com to enable Remote development workspaces in projects under gitlab-com.

Our current agent is under gitlab-org group and there is no way right now to link an agent to namespace under a different top level group, we would have to create a new agent under gitlab-com. /cc @hkhanna2

@nao.hashizume - Since EP maintains the Kubernetes cluster, can we setup another agent for this gitlab-com group? There are many other projects under gitlab-com which would benefit from this.
