Remove $well-expand-item SCSS variables

Remove $well-expand-item (#e8f2f7) SCSS variables from _variables.scss and replace usage with appropriate GitLab UI design token or variable.

Could be replaced with $gray-50 (#ECECEF) or var(--gl-background-color-subtle) or gl-bg-subtle utility class
