Provide settings enforcement (via default compliance frameworks + linked policies) as part of project templates

Problem

At the moment, users creating new projects have full freedom in how a new project is created. Although there is some guidance that is afforded on the new project creation screen, there is a lack of automation or guidance afforded for creating templates that will automatically have compliance frameworks or security policies applied to it.

Solution

A way in which we can ensure that every new created project will have compliance and security settings enforced is to ensure that project templates, from the very beginning, has settings enforcement considered as part of the template from the very beginning
