Work items: Move the Show labels toggle into the more/kebab menu on the work item Child & Linked widgets

Overview

In #456941 (closed) we are adding a new display option to the Child widget for showing/hiding closed items, which is being added to the "More"/kebab menu. To create a shared/consistent location for show options, we should move the "Show labels" toggle to also be within this menu.

🎗 Noting that this option should be available for the hierarchy widget on all work item types.

Proposal

• Move the "Show labels" toggle to be within the current "More"/kebab menu on the Child widget.
• Create a new "More"/kebab menu for the Linked widget (similar to the Child widget), and move the "Show labels" toggle to be within it.
