Goal: Determine the GA MVC for Vulnerability Explanation (VE)

120 Days CTO Report: While this requires a bit more work upfront, the developers can build to spec and understand the level of quality they will be held accountable for delivering.

Target Release

• 17.3 (2024-08-15): development complete and enabled on .com
• 17.4 (2024-09-19): SM and Dedicated available

Note: we will try to get all the MRs merged and completed to meet the code cut-off (2024-08-05), so it's available for SM and Dedicated in 17.3. However, I am also reluctant to rush this because enabling it on .com first gives us a chance to properly test and address any bugs that may arise.
