Follow-up: Troubleshoot button should not be disabled while job log loads
Problem

Currently the troubleshoot button is disabled while the job log is loading. Since we get the job log from the backend based on the job id for the RCA feature we should not need to have the button disabled while the job loads. This could help response times seem better since we are passing over a large amount of data it could cause the latency to be worse than other features. Allowing the users to initiate the request earlier should helped the perceived speed of the feature.
