Stop merge request email notifications for self actions

Hello, Orange paying customer here.
I would like Gitlab (onpremise) by default to stop sending email notifications for merge request actions performed by oneself:

• Notifying things I just did gives me no information
• It wastes compute and storage space => Fixing it gives you a "Greener Stamp".
• It wastes productive time by forcing the user to delete unwanted emails.
• Hampers sorting through wanted merge request notifications (actions performed by others).

I don't need this to be configurable because I don't see why people would want to trace their own actions, but I'll let other customers be judge of that.
